Then, as per your question, the line is:

#template_design .section h2 {font-size:18px; background-color:#eeeeee; padding:3px;}

This defines  html tag h2 to contain a heading with a font size of 18 pixels, background color to be a shade of gray and a space of 3px on each side of the heading (inside the gray portion).</description>
